16th Nov 1869 envelope sent at the concessionary rate, which was half the normal rate. The Concession was introduced on 1st January 1868 and withdrawn 31st December 1869 [see postal notices 18/11/67 & 27/9/69]. Commodore Phillimore aboard the Aboukir was Commodore of Port Royal ,Jamaica Feb 1868-Dec 1869.
Envelope has a few minor wrinles, but this is a rare rate to Jamaica.
